Measures – package of measures for the business sector

Since activities of the better regulation to be understood under Section 9 (1) of Act on SMEs Support as a group of activities aimed at reducing unreasonable regulatory burden of enterprises and at improving business sector in the Slovak Republic with the accent put on SMEs are primarily provided by the Slovak Ministry of Economy, the Ministry being interested in fulfilling the task is preparing proposals for reducing administrative burden of entrepreneurs.

In the phase of preparation of the so-called anti-bureaucratic packages, the public is asked to send suggestions (the Better Regulation Center contributed by tens of their own suggestions too) and their final versions are formed in detail within the inter-departmental group at the top level for Doing Business with representatives of the business community. Three anti-bureaucratic packages have been adopted so far and the 4th anti-bureaucratic package for entrepreneurs is currently under preparation.

1st anti-bureaucratic package for entrepreneurs

Contains 35 measures relating to employment, public administration services, and improvements of competitiveness, taxes, and entrepreneurial support. The “Draft Measures for Business Sector Improvement” document was approved by the Slovak Government by its Resolution No. 327 of 27 June 2017.

2nd anti-bureaucratic package for entrepreneurs

Contains 28 measures, out of which 5 analyses and 23 specific measures for reducing regulatory burden of entrepreneurs by almost EUR 7.4 million a year. The “Draft Measures for Business Sector Improvement, part II” document was approved by the Slovak Government by its Resolution No. 228 of 16 May 2018.

3rd anti-bureaucratic package for entrepreneurs

Contains 36 measures aimed at computerizing services and making processes of starting a business and opening business operations more effective with expected savings of EUR 50 million a year. 31 measures should be put into practice by the end of 2019. The “Draft Measures for Business Sector Improvement, part III” document was approved by the Slovak Government by its Resolution No. 51 of 6 February 2019.

4th anti-bureaucratic package for entrepreneurs

The final version of the 4th anti-bureaucratic package should be made available until the end of 2019. The Better Regulation Center contributed to this package with 24 specific proposals for improving the business sector, out of which 5 proposals were fulfilled or met so far and 16 proposals were disapproved by the coordinator or they require more material and time resources. Three our proposals were short-listed.
